Towns

1. 6-18 active members
2. 5 town buildings (not counting member houses)
3. A town hall
4. An active member board within the town hall
5. A region with all members added to it

Cities

1. 19+ members
2. 10 city buildings (not counting member houses)
3. A city hall
4. An active member board within the city hall
5. A region with all the members added to it
6. At least 1 hologram and 1 NPC
7. A marketplace
